House passes Rep. Jeff Holy’s law enforcement integrity bill

A bill sponsored by Rep. Jeff Holy to reestablish integrity in law enforcement was approved 95-2 by the House of Representatives earlier this week.  House Bill 2399 would ensure law enforcement officers are able to act with objectivity, neutrality, impartiality and fairness by eliminating a police department’s demand that an officer issue a specific volume of traffic tickets per shift.
“It is essential that the citizens of Washington state trust both the integrity and intentions of their law enforcement officers,” said Holy, R-Cheney. “This bill would keep the focus of our officers on community-oriented policing and would show the public that they’re highest priority is addressing the issues in their communities rather than trying to fill a ticket quota.”

Under the bill, officers would be exempt from being forced to provide a source of sustainable revenue on their employer’s behalf through a ticket quota. Police departments would also be prohibited from considering the number of citations for traffic infractions issued by an officer in the performance review of that officer.

Holy’s bill now moves to the Senate for further consideration.
